Introduction
The world has been in the eminence of a world nuclear war before and for many people, it's nothing new.I remember watching when i was a kid the movie “the day after .”1983. In this 1983 movie, we can see how a hypothetical nuclear world war will start .every body will awake in the morning normally,and go to work or to school as everybody normally does every day,the president will do the same so he will be at his working place at eight in the morning like everybody else does every day of the year every year of the century. So by Following this criterion of logic, the war will only start after the president give his orders, and that will be about nine o'clock in the morning after he had is breakfast. another thing from those days that have fallen in disuse recently in 2018, is the use of floppy disks to activate missile defense but it was in fashion.in those days. a soldier would carry a floppy disk, after the president gave the order to send nuclear missiles, and start nuclear defense or world war three. the soldier would input the floppy into the computers and the nukes would be fired! Against the enemy and vice-versa .and that was how world war three will start.
Nowadays, the nuclear defense floppies are replaced by artificial intelligence that does all the work of firing the nukes in case of nuclear war! you just have to say google upload nuclear defense. and the algorithm will do it. A.I. can do its work well and without human orders anyway, if it takes, not even from the president himself .however the same happens in all other super world powers like China and Russia .humans are not completely in charge anymore, and that may be translated in the division of the planet earth by another intervenient. thus the order to fire the nukes will be given by A.I.if necessary and it will be like this . “ google upload nuclear weapons .” and that's it .its all it takes nowadays more than forty years after, to start world war three .however its a little different from those days and from the fifties were a lot of bombs was tested by the bipolar ( mental disease )potencies of those times or even second world war.
1- Can long-range nuclear weapons development, lead to multilateral negotiations in the future?
The Russian-American bilateral negotiations on nuclear weapons have changed in the past years and ended .bipolarity ( mental disease ) has ended. because the arguments and agreements between the two world potencies can no longer be held without chemical weapons or nuclear threats or cyber attacks also pose threat. agreements can no longer be held bilateral but multilateral .and with the rise of Eurasian potencies like china as top draw potencies. The rise of North Korea as the top draw in long-range nuclear weapons was a surprise for all. These other superpowers united states and Russia passed to a second position in the world superpower chart .like former totalitarian world superpowers both are known for their short-range nuclear weapons and the way they use them in past events. The United States and Russia .have being making all kinds of defense throughout the past years, like reinforcing the NATO borders against Russia or other outside threats .or against other possible invasions, the Russians in the other hand have reacted to the proximity of the Americans and European superpowers with an increase in the non-nuclear threats but willing to invade neighbor countries. being warheads of short-range their classical defense they weren't expecting to be overwhelmed by long-range and hypersonic nuclear weapons like those the Asian superpowers like North Korea have. To conclude we no longer depend on bilateral negotiations anymore between the former soviet union and the united states. mental health expenses all over the world that were caused by bipolarity are ending .there is another strategy and idea going on and that's the intervenience of a third super potency .in those days when we were children, every time the two world superpowers Russia and united states changed their strategy in nuclear weapons with their bipolar race to armament the entire world had to suffer the consequences of that decision. Even if you were a non-nuclear country.
2-Are long-range nuclear weapons the only nuclear threat to U.S.A.?
Regional borders like NATO borders .have posed concern in the past because of the possibility of a nuclear threat coming from Russia and another Euro-Asian invader .but with the boom of new technologies other treats have posed concern in recent past years .and are also cause of concern,like strange movements of persons in the world borders and the American borders .recently President Donald Trump authorized the built of a wall truought the American border with Mexico. because nowadays cyber and drone attacks pose a very dangerous threat to the national borders, because alongside chemical and biological threats comes another type of weapons .this kind of weapons are cheaper and easier to use, almost anyone can carry it and use it without almost any deterrent they just have to cross the border with it. medium-range nuclear weapons have been on the agenda of disarmament since the time of the former soviet union and the united states and have posed concerns before .its called the war of the poor and possibly even held a Portuguese hand in all that because Portugal is now a member of the European Union and can spend a lot of euro in warfare. the war of the poor with people at the borders needing humanitarian help can carry biological weapons worst than coronavirus.
3- Are regional forces like NATO somehow threatened if the U.S. insists on bilateral talks only?
Eurasian potencies like Russia and Pakistan or Afghanistan have made it clear in the last few years, that it's not possible any nuclear power agreement, without them, because they're winning the discussion over modern warfare, which is not quite true especially in the long-range missiles affair the power is clearly north Korean, making it and leaving it clear to the rest of the world. that there are other great powers in command .china and North Korea with their super hypersonic missiles are the world's greatest superpowers nowadays. in the case of war between the U.S.A. and RUSSIA, the places they call regional. Borders like the borders of NATO most certainly will be also divided and invaded by other world superpowers like CHINA. The number one economic and military power in the world today. the balance of power shows that CHINA is stronger than both U.S.A. and RUSSIA together, but it doesn't mean that CHINA is our enemy or the country who is invading our borders, it just CHINA our friend from other centuries wars like the opium war, who become economically number one. An electric car in CHINA, after being charged takes a month to uncharge.it only takes one charge of battery a month to go every day to work or leisure. and governments don't want to spend money on medicine for bipolarity any longer. the money a patient spends on mental health medicine a year is enough to buy a car.
4- Is the second nuclear age overwhelming the U.S. and RUSSIA?
I would say it is. U.S. and RUSSIA are not any longer the only two world super potent countries pressing the threat of starting a nuclear war or imposing their will on the world. we must have other super world powers intervening like China and North Korea present Kim Jeong un .and their nuclear agreement with president pose a challenge to the future of defense .because they( America and Russia )are not accurate anymore with the insurgence of new this new third power. the cold war as we used to know in the past ended a long time ago maybe more than ten years ago .and nowadays all policies regarding nuclear power or any kind of armament must include the new third power and even Iran got its nuclear plants finally. the balance of the power is not pending their side anymore. the state of bipolar pshiquiatric disease that the united states and Russia were, along with many other diseases that were considered incurable in the past , may be in a stage of being cured .modern technologies and artificial intelligence can cure cancer and Alzheimer's and many other diseases we used to find incurable a few years ago .man can also prolongate its life with antiaging treatment .and everybody wants more money dividend. maybe a U.B.I. universal basic income is issued for all.
5- Are conventional nuclear weapons capabilities the future of arms control discussions?
The future of arms controls is no longer a vis-a-vis discussion on nuclear treats between the U.S. and RUSSIA .and that's for sure. the world has been witnessed other intervenients like china or North Korea with their hypersonic intercontinental ballistic missiles that can hit new york in seconds .weapons which because of their long-range capability and speed are considered invincible. with other battlefield philosophies. this new superpower now divides the earth into more than two pieces .but the short-range weapons can still be used anywhere and there can still be war anywhere, besides the war of the poor with cyber attacks and biological weapons or chemical weapons also posing a threat to the borders of countries .therefore the great powers arms control must insist in limit them. however conventional arms are still used and are in many places, like the borders of the united states, and other regional borders, like NATO borders. Considered a threat To the country's security, because invasions are being deterred right now at these two borders, the U.S.A. border and the NATO border .this invaders that agglomerate at our borders is not rich men, they are poor and often need assistance humanitarian, but they can also carry all kinds of biological or chemical weapons, like virus and other deadly diseases in them selfs, they also depend on the mob or mobsters to cross the border and this mobster have conventional weapons and to them, it's getting easy to buy and sell chemical weapons like sarin a deadly gas .or other weapons of mass destruction which apparently are poor men weapons but can still pose a big threat .perhaps with Portuguese command. i will quote Barack Obama during his visit to Oporto, Portugal in 2018 . there's no wall tall enough to stop hunger or famine people.
The world powers' nuclear strategy is not the only strategy that threatens world security. The poor countries with conventional weapons can do that .and among other weapons they can use, are chemical and biological weapons, plus drones or other cyber weapons.
Conclusion
If the goal of the world superpowers is the non-proliferation of nuclear weapons, we all should be able to see the result of that coming soon. after the Brexit and covid 19 events . the answer to this questions its there since Hiroshima and Nagasaki. It's a fact that world superpowers will use their force anyway .even if non-nuclear countries say they are in the opposite side of the wall and stand against it. we all should be grateful to the United Nations effort true out the years, working to make anti-nuclear consciousness happen. the non-proliferation of nuclear weapons always end up winning over the” regardless of others “decision in nuclear proliferation. regardless of others mean regardless of third parties opinions. however, peace and prosperity always end up winning. in the long term. maybe due to the intervention of third parties paradoxically.i will end this work on the nature of long-range nuclear weapons race and on the end of bipolarity with the words of Antonio Guterres.

In this speech, the secretary-general of the United Nations, António Guterres, mentioned that nowadays the world superpowers sick not quantity in nuclear weapons but quality .and paradoxically each time a country develops its own defense it’s putting all the others at risk regardless of being nuclear or non-nuclear !
